people who got rejected after the cap was reached, didn't get a reference number. how would they be linking rejected applications to express entry profiles? besides, they're not handing out 600 points because people missed the cap, that makes no sense..

Seriously? If I'm not mistaken, there are 130k PGWP holders. If this is true, then goodbye, Canada, for most people here - 130k would be more than enough to meet Canadian immigration plans for the year.
