I don't understand the new Express Entry version of CEC. Please help..?

Hi guys,

1. I know that the previous CEC required 1 year of experience, and you apply for PR, and you are guaranteed a PR.
But with EE, do you still NEED 1 year of experience? Or if you have a job offer and meet english requirements, age, etc and the EE point is high, you can get the invite to apply for PR without 1 year of full time experience?

2. Which one is faster? CEC with EE, or PMP from Ontario (international student with job offer)? And which one is better in general?

3. How much length of passport validity is required at the time of applying for PR? While waiting for PR, down the road, can I extend my passport (I can only do 1 year only each time) and the CIC will not reject because I didn't have long enough validity in the first place? Will they wait for me to extend it? I can only extend it in december of a year. Don't ask why, it's my country system with my situation..

You still need to meet the same requirements to be eligible.

Once you are eligible for CEC (with 1 year of qualifying Canadian experience) or FSW, all you need to do is wait until a draw with a cut-off score lower than your EE score.

Not sure, I suppose PNP takes longer - getting nominated under OINP takes a few months. Applying directly under CEC or FSW stream costs less and most applicants get 'decision made' within 3/4 months.

Edit:
I thought you were talking about OINP EE streams.
For EE vs the regular OINP streams (like International student with job offer), EE is way faster.

If possible extend your passport before apply.

Add to your passport scanned copy a Letter explaining why you can only extend it for one year every December.
Do you have any document to probe that? Or it's any information about it in a government site? Add it to the letter


Note CEC requirements didn't change but you need the score, better way to get a good score is to have a job offer with LMIA or to get a PNP

Thanks for your reply. About the last sentence, that's why I was confused if we still need the 1 year of experience for CEC. We will get significantly higher points if we have a job offer, right? But we will need 1 year of experience in the first place, so doesn't that mean we already have a job offer? Or we need a new job offer? Please advise..thanks.

Thanks for your reply. Yes, I meant OINP (with international student with job offer). I now know EE is the way to go.

But I have another question. Let's say I am above the cut-off score of the EE when I first entered the applicant pool (since the score is pretty low now). How long would it take until they pick me? So more in general, how long would a person who have score higher than minimum to be invited for applying for PR? Is there some average number from observations or something? Will it be the next month that they pick candidates? Or it will take a while even though the score is high, since they have to pick people who joined earlier?

Under the EE system - you have to meet 2 sets of requirements: EE Expression of Interest requirements + the requirements of one of the economic class programs (FSW, CEC, or FST). For example, everyone has to submit language test results as part of the expression of interest

CEC still requires a minimum of 1 year of full-time (or equivalent in part-time) work in Canada, in a skilled occupation. (Exclusions are work performed while a full-time student, self-employment experience, and work performed in a regulated occupation without the required licensure).

Having a "qualifying job offer" (LMIA+written offer of a permanent full-time job upon obtaining permanent resident status) gets you an extra 600 pts under the EE system; this is true for all three programs (FSW, CEC, FST), but it is not a requirement of any program. Note that a "job offer" in this context is NOT the same thing as simply having a job in Canada, but has to meet the definition.

So - someone could qualify without any Canadian work experience, a job offer is a major advantage to applicants under all three programs.

EE/CEC is supposed to be much faster. PNP-Intl Student w/job offer - will cost more, take longer, and there's an annual quota system (and this quota gets used quickly early in the year). But if you get the PNP, it's a fairly certain path (unless you lose the job offer). If you have the resources, you are permitted to apply to both...

You can use your current passport when you apply. Then, when you get a new passport, you can update CIC. it shouldn't be a problem.

No, it's a score based system. You could be in the pool forever without ever receiving an invitation, yet a person who joined the pool after you might get an ITA because they have the minimum EE score for a particular round of invitations.

The lowest cut-off score so far was 450. But we can't assume it will drop down to 450 again anytime soon.

The cut-off score depends on:
- the immigration policy (specifically the number of people getting ITA) and
- the composition of the pool; it is not possible to predict the number of people who join the pool between draws, nor is it possible to predict their score distribution.

I see. So I read that with OINP nomination, people can get a lot of extra points as well. Will this nomination something like the International Students with Job Offer? Or is this OINP EE? I couldn't find information about OINP EE, how it differs from other OINP and regular EE.

I know this is CEC forum, but I'm wondering if OINP students with job offer also requires jobs with LMIA in order to get nominated? If not, is it a good idea to go for that program, along with CEC EE to get higher points? Since it's hard to get LMIA approved with most jobs? Do people do this usually?

I just tried the CanadaVisa EE points calculator, and wow, with no job offer with LMIA, and no PNP nomination, my point is less than 400, while I just guessed the English test scores (bit higher than the middle one). How should I improve the score?

I would recommend you to create a real EE profile as soon you can (you need a English Test to do it) to know where you can try to get a better score.

To improve score:

- get your Education outside Canada assessed (if any), I'm assuming you're a Canadian Graduate so you don't need to asses it.

- Try to get the better English test.
- If you know some French take a test.
- Some work experience outside Canada?
- If you can get 400 points OINP can invite house throught your EE profile (better take a look to PNP forum).

- Wife or common-law partner? You can get some points for languages tests, experience inside and outside Canada and Education.

We can't say EE cut will be under 400 someday, however it's better to keep your profile active, and try to fund a job offer with LMIA throught job bank.

Other options? They're several PNP programs, most working slowly but better be informed and apply some of then, check firts your province PNP but they're others.

Thanks for the helpful information. I'm graduating this year in April and ceremony in june. Should i apply for EE now? Or once I graduate? Or once i get 1 year of experience?

For LMIA, i don't really understand. I think ANY job will have at least one canadian applicant. Am i wrong? Do employees do some kind of tricks? Because i worked at a company for 1 year as a 2 co-op terms in total, and the HR said one past employee had to leave the country because they didnt do the LMIA for him. But she said since i worked there for a year already and i have a more specialized degree (im studying chem. Engineering, where many employees at that company has diplomas), they might be able to do LMIA for me, but told me to let them know in advance. So how would they do it for me? Is there ways to make the job description such that no canadian applicants would apply? I thought there would be at least one or even more caanadians would apply.

I really appreciate all your help guys btw.

You can create EE Profile anytime.

When you get graduate you can remove old profile and create a new one with graduation details (I don't know if you can simply edited)

If you have time create a preliminary profile to know better about it, it's free.


LMIA is requested by companies when can't fill positions with Canadians or PR. Government will approve after check it.

There are some requirements depending of skill category.

Depending of the company and the position, and the Labour market, company can decide or not to apply for a LMIA for your position but there isn't guarantee of if.


When you graduate you should apply for PGWP, be aware you have limited time to do it (90 days I think), so apply soon.

After that any company can hire without LMIA because you hold a PGWP.

At some point, You should ask the company it them are able to apply for LMIA to keep you working after PGWP expires and help you with PR.

Try to contact companies which are applying usually for LMIA, take a look to Jobs Bank through EE.

Note that you probably did a IELTS Academic test before go to the school, however Inmigration is asking for a IELTS Standard or a CELPIP standard tests.

If you need to book it one of then try to get more information about both tests to decide which one could be better for you.

Usually these tests have to be booked with several months in advance
