i dont have that much money now, how ever i earn more than 5k per month for last 2 years. i will send copies of my paystubs

They won't request it. Application will be returned as incomplete. The only exception for POF submission is if you applied through arranged employment category (or in some cases if you are in Canada with a job).

I did the same also. Let's see what happens. I'm already in Canada currently under student status. I've studied in the past here and also worked but missed applying under CEC. I sent in a cover later stating why I think I'm still qualified without the proof of funds.

Someone somewhere on one of the threads did the same and got their CC charged. Anything can happen.

what is the cover letter and tell me what to write in the letter, please help, i am all ready to send the package

Well, if you make that much, you could have saved the necessary money quite easily in two years.. Now you are getting refused and have to start again. Clever decision NOT.

due to family reasons all my money gets spent, i can provide all my paystubs for 2 years and all my tax returns more than 70k per year, will this work?

As per checklist for FSW, you need to submit POF, or else it will be considered as incomplete application & most likely to be returned.
Payslips can verify your work experience but not an alternative to POF.
 
There's no point in sending your application without POF as it will be deemed incomplete and returned to you. Better to wait until you actually have the money and then apply. POF is mandatory.

Don't get me wrong. Am not encouraging you to apply without POF. Am not sure what you're situation is, (if you're in canada working etc). I decided to go ahead with my app because I've been here for 9 years now. I've studied, worked and now am a student again. I only have half the required amount for POF. The cover letter I wrote was just me expressing my case. Am praying that I get a really nice VO to go over my application. Anyways, good luck to you and we both shall keep each other updated.
 
With your profile, why didn't you apply under CEC? Or even provincial nominee?

Just an FYI...
I did sent my application for FSW 2013 without POF and the same was approved by CIC and is currently IN PROCESS at NDVO.
I dont know if it was my luck. but 1 of my friend who was previously a FSW applicant(now a Canadian PR) told me that it was not mandatory at the initial stage and the VO may ask it later.
But why simply take a chance. Arrange it ASAP and send your application.

Rules changed a bit after 2013. I think you got really really lucky. Somehow the officer reviewing your file missed to check your POF. In fact, there are other applicants whose applications have been returned for not meeting the POF requirement. So I would not suggest anyone else to NOT include POF with their application.
