CIC assesses your application package according to the rules on the day it was delivered, not the day you sent it.
You can check the delivery date by looking up your tracking number on the Canada Post website (or at whichever courier service you used), or if you do receive your AOR, the date is viewable in CAS.

If you prepare your application and sent it out on the 10th, then you could have known about the updates rules. Otherwise I don't think it will impact you. But I might be wrong, it just wouldn't be fair
