I am marrying in December to a permanent resident of Canada. I need to apply for student visa now for Jan classes. Our parents are planning for marriage in December.

Is it legal to come to Canada on study visa with my husband? or we apply for pr for me in India and quit study idea.

as long as your application for a student visa is truthful and you're granted a study visa, then it is legal for you to come to canada to study. once here on a study permit and married, you can submit a spousal sponsorship application and continue your studies while you wait for PR approval. since your husband is a PR, he must be in canada the entire time your spousal sponsorship application is being processed. Outland applications from india are currently taking 8-10 months total processing time i believe.

it is your own decision whether to move forward with the student visa. there is nothing illegal about applying for both at the same time, or being in canada as a student while waiting for PR approval.

You can very well apply for student visa. Just make sure documentation reflects clear intention .
My wife came on student visa while I was PR.I got married in Dec 2015 and she came to Canada on Study Visa in March 2016.
Her student visa was rejected once but got it second time. So, make sure your documentation is fine and don't try to conceal any information. Get a letter from your husband if he will be financially supporting you that you intend to apply PR through family sponsorship and student visa is solely for the purpose of study.

If the PA is not married at the time of application, then it's perfectly legal... until you both sign the paper (turn of phrase to say marry) then you're not married...

You won't be "landing" though, only arriving. .

When you say he is going as a PR, is he landing as a PR for the first time? Or is he already a PR with a PR card, and he is simply returning to Canada?

Yes, it is legal to have student visa on single status if you are not married .It is better to apply before marriage ,after marriage you need to provide solid documentation to clear your intentions to cic. They may doubt your family ties in Canada.
