Can I declare the car with the make and model in the bsf186/bsf186a form so I can bring it to Canada the next time I enter Canada from US to avoid the import fees? Because I heard there is a one-time exemption for all the goods I declare the first time I enter Canada.

You can't declare a car you don't own.
