i am from Pakistan but did my masters in malaysia

Hey i am a female student from pakistan in malaysia. i have been accepted to phd program with full merit scholarship in Quebec. My CAQ has just arrived and i start my semester in sep.
1. I am applying for my students visa on the 1st of july .. am i late\
2. I can not get hold of the good conduct certificate from malaysian foreign affairs because it takes a month and i didnt know it.
3. will my sia be regected.

Ammm... It's never too late.
If you are gonna apply on July 1st, there will be still 2-months in your classes.
Go ahead.

Why your VISA will reject? What is your other point? I don't get it clearly.

Good Conduct Certificate is necessary......Attach bank statement as well..I have seen PHD people from Pakistan who get full PHD scholarship but get refusal due to non-attachment of Bank Statement...

Malaysia CIC office is closed...people in Malaysia send there application to CIC Jakarata Office-Indonesia or CIC Singapore....... :-* :-* :-* :-* :-*
