So is it 75 + 475 + 490 = 1040

Reason I am confused is because the guide http://www.cic.gc.ca/english/information/applications/guides/3900ETOC.asp#pay-fee doesn't really make it explicit as to whether or not the 475 has to be paid for the principal applicant.
 
1040 is correct :)
 
So, I already paid the 75 and 475 fees. I am assuming the 75 is the processing fee for the sponsor and the 475 fee is for the person being sponsored--correct?

And then the 490 is an additional fee?

The $490 fee is for your PR card. You don't have to pay that right now, but it's suggested.

Right of Permanent Residence Fee is 490. Some people will say to pay that later, but I personally would pay it now so it doesn't get delayed for several weeks/months. 75 is for the processing fee of the Sponsor yes, and 475 is for processing the principal applicant. Like I said, in my opinion, I'd pay all up front. You'd be avoiding a lot of delays that way.
