Brother I have no idea about your situation, never encountered such thing. I hope someone else could help you, also try searching for an old similar query on forums.
But agreed on one thing that prediction is waste of time. You cannot help yourself, anyone with predictions. IRCC will do whatever they have to do.

Try to clear cache and cookies in your browser than log in fresh and try again if this doesn't Help report an issue to CIC you have the option to do that on the top of the page.

There was the same problem with Job Bank over a year ago. I just kept trying and after a day or two it went through. So this it the only advise I can give you - keep trying.
I did report it but got automatic reply only that didn't solve anything.
