No one can sponsor you. First you need your education/experience and lanauge skills assessed by NNAS. Then once you have approval from NNAS, you apply for a provincial license. You still cannot work in Canada so you need to be invited through Express Entry or PNP program.

Nothing is free. You must pay to apply to NNAS and pay for any exams. Same for language tests like IELTS, there is a cost.
