I am a natural born Canadian and need some help please

My wife lives here in Canada with me on a work permit, I am a Canadian citizen.
In the past 2 weeks I have applied for her sister to come to Canada for the summer, just for a holiday, she is 7 years old.
I have provided almost everything you can Imagine, I can fully support myself my wife and her little sister during her stay.
I sent photos of our trip there together just a few months ago, I sent a letter from her elementary school saying she was enrolled next year, I have sent our marriage cert, a copy of my wife’s work permit, a letter from her parents, consent to travel to Canada, a letter from my employer, all pay stubs and copies of property ownership, everything under the sun I have sent, and it has been 3 times in the last 2 weeks, the first time it was denied for 3 reasons, the second time was only 1, and yesterday we got the 3rd refusal and it stated all the same reasons as the first one, I dont even really believe they are looking fully at the application, it is very frustrating that I am so easily able to go to the Philippines anytime I want and have a great time, but her little sister is having such a hard time. The only thing we haven’t included in the application is a Return flight ticket for her, but do you think this would make a difference?
Also she will never be traveling alone on the plane as we intend to go there and fly back with her ourselves. Please any advice?

it may be helpful to provide the reasons they have denied the visa. that way people can give you better advice as to how to move forward...

Thank you for that, ok the reasons were

1st refusal: They don't believe she will leave at the end of her stay.
Financial assets
Family Ties Canada/Her country (Sister and I are in Canada/ Her biological Parents are in the Philippines)
Travel History

2nd Refusal: Family Ties

3rd Refusal: lol exactly the same as the first...!

sorry, i'm not familiar with the required documents, so i apologize if this is common knowledge already:
was her birth certificate included?
maybe include birth certificates for her parents, to prove relationship?
also, was the letter from her parents in english?
bank statements/mortgage papers/lease agreement/paystubs for parents in Philippines?
also, what was submitted for her travel history? is her passport stamped? can you supply a breakdown of every country she's visited and when?

It sounds like they need more proof from her parents stability in the Philippines, rather than your ability to support her, which seems to be the majority of your documentation...

She has never traveled, she is 7 years old and just got her passport.
We got certified consent from her parents and a written letter in English.
We included they're birth certificates, hers, my wife's, and mine, also a copy of my wife's work permit.
We also included a copy of her fathers Police officer ID.

Also the one other thing is, the first application was denied in 5 hours, the second in about 2 hours, and the third was 22 hours.
I have traveled to the Philippines several times over the past 4 years to visit my wifes family, and I sent them photos of our trips there.
I am 33 and my wife is 24, I don't know if that has anything to do with it, but I hope not.
We also sent a letter from her elementary school certifying that she is enrolled for next year, and a copy of her school id.

the only thing I can think of is that I have not yet purchased her plane tickets, but could that really be the problem? in my invitation I stated that I will be fully supporting her and purchasing her ticket both ways.

It still seems like they are looking for more proof of ties to the Philippines for her parents - her legal guardians. I wouldn't think a copy of her father's police ID would prove anything. For all CIC knows he can be on unpaid leave and be on welfare.

Do they own a house? Or lease a place? What about recent paystubs for her parents? perhaps their tax returns to prove she's their dependant?

If they are asking for travel history, then a notarized letter from her parents stating this is her first trip outside the country may work too. I would think it has to come from them, since they are her guardians. Even when there is no information to provide, it's important to tell them there's no information to provide. Also, I'm not sure, but many people talk about letters of invitation? Was one submitted?

Yes I included an invitation letter, they did say in their letter that this was her first time traveling. Her father is a retired police officer and is not on welfare, they are not poor or rich, and yes they do own their own house, I guess including that next time and plane tickets might help, I hope :(
This is actually terrible because when we went there in March I told he she can come to Canada for the summer and she was so excited, now she will be devastated and she is only a child.
Its bullshit that I can go there anytime on my own free will, the world belongs to everyone! not the government.

the documentation you listed is heavily weighed on your side, and perhaps that's what's making them nervous. That there is better opportunity in CAnada for her than the Philippines, and just providing proof of YOUR ability to support her on a short trip may seem suspicious. To me, your denials suggest they need to see MORE proof of her parent's ability to support her.

How does her parents support themselves? Does he have a pension? They need to see proof of their income somehow, i would think.

yes he has a pension, and they are not giving their child away, it was my wife and I's idea for her to come here. They would not allow her to stay here permanently and that is not our intention either, we clearly stated that to them several times. but still refused.

my point is, it's not what you write in the letter they care about, it's proof of her parent's ability to support her. Anyone can write anything in a letter and get it notarized. I would imagine attaching tax returns, pay stubs, pension information and mortgage papers for her parents weighs a lot more than a letter. these are generally legal documents, or supplied from sources outside the family. *technically* by submitting more proof of yourself and not her parents *may* suggest to CIC you are able to support her better than her parents. I don't mean to suggest this is true, just that I wouldn't think they like that. It's important to try to think like they do. Of course, i know that's pretty impossible since there doesn't seem to be a rhym or reason for what they do.

also, maybe try asking for a shorter stay??? i've read that's a common issue too...

I think also if you're refused too many times, they'll refuse you because you applied many times, no joke.

jessfsj, when a child applies for a visitor visa CIC judges not her (or you) but her parents. In any way, it is really strange even for me that you invite a SEVEN year old child to visit but not her parents.
For 7yr old child it is too early to travel alone abroad. Did her parents visit you and your wife -(their daughter)?

No they never have, and I dont understand why it would be strange?
Our 5 year old went there last summer to visit them so i dont see the difference.
Do you think if i invite her mother too that will help?
And she would not be traveling alone, we will be going to pick her up.
