I’m citizen my mom over stay and now I need help getting her legal here

If you are on ODSP, then you don't meet the income requirement to sponsor your mother.

Her only option would be to apply for PR under H&C. Note that H&C approval rates tend to be quite low. Processing of H&C applications takes 2-3 years.

Since it's difficult to get approvals through H&C, a lawyer is always recommended if you can afford it. You can also do it yourself but will have to dedicate considerable time to researching the process.

I don't believe legal aid generally helps with H&C cases. Although you can certainly ask.

If you decide to do it yourself, the forms are here:

Our country don’t need a visa to enter Canada, yes 2 kids under 18 and there all living n going school here with out documents

This is definitely far from an easy case. How long have they been living in Canada and how are they supporting themselves?

If she has been in Canada for 4 years that rules out Mexico which means likely easter European maybe Roma. Working illegally doesn't help. Best of luck but definitely a challenging case.
