Husband's TRV got rejected

I'm Pregnant and due on December 3, 2015.
I sponsored my husband for a visitor visa on October 7 2015, and got rejected on Nov 5 2015. They reason were
You haven't satisfied me that you would leave Canada at the end of your stay, as a temporary resident. In reaching this decision. I considered several factors including
1) Family ties in Canada and in country of residence
2) purpose of visit
I'm not satisfied that you have you have sufficient funds, including income or assets, to carry out your stated purpose in going to Canada or to maintain yourself while in Canada and to effect your departure.
These reasons were given to me for rejecting the visa. But I do not agree with that. I wrote a 2 page letter explaining the purpose of the visit (the delivery of the baby). I showed 13000 Dollars for my funds.
I don't understand the other reasons that they have given me, can somebody explain it to me.

Unfortunately it's extremely common for TRVs to be refused for individuals who have spouses who are Canadian PRs or citizens - especially if that individual has already been sponsored for PR. Essentially with you in Canada, his ties to Canada are stronger than his ties to his home country - and CIC is concerned he has plans to remain long term rather than just visit. That's what the refusal reasons mean.

There's most likely no point reapplying.

However if you do want to reapply, your husband will need to emphasize his ties to his home country as much as possible and I would recommend he keep his trip short (a couple of weeks).

I have applied for his PR back in July, my case got accepted and is now in London since 2 months. I'm really frustrated now, I had stated many ties (like he has to go back to University, and his dad is ill so he wont over stay), but still this is not strong ties for them.
My family also lives in Canada but I live alone so I really need him here to take care of me. Last time I applied for 6 months last time, so I will try for 3 months this time.
I just got rejected today so would it be okay if I apply again next week? and is the rejection going to affect the PR?
one more question. I showed 13000 for funds how much more should I show?

Sure - you can apply again next week. No - it won't affect PR.

Three months is too long in my opinion. This length of a trip means that any ties to his home country aren't very strong or real.

I would go with three weeks if you want to have any hope of an approval. But it's obviously your choice...

In my humble opinion the impending birth means the chances of the visa post issuing a visit visa despite any stated duration by your husband is pretty slim. There is a sponsorship application in place and your husband is about to become a father and a proud one at that . Once the baby is born the visa post likely take the view all promises and expectations will go out the window and he won't leave Canada. If his plan is to eventually settle in Canada then the University back home isn't really a strong enough incentive to stay. Also with sympathy to his ill father what happens when he gets his PR Visa he will still leave him and head out to Canada. What are the spouse PR processing times for his visa post? My take is that where process times are very long the visa office usually plays more hardball with TRVs as they view an element of trying to push ahead in line.

Get your husbands GCMS notes before making a fresh visa application as these will detail the VO explanations and you can better deal with their concerns. As a side issue your funds while useful do not overcome where he has a shortfall of funds which is not unusual for students if that is indeed his situation. The VO is saying your husband has more reasons - wife and child to stay in Canada than to leave...can you blame the VO for this line of thinking as much as it sucks given your husband is applying for a TRV while having a PR application in parallel?

I will try again next week, hopefully they will approve it this time.
The other thing is if i do it for like 3 weeks it would be too expensive. Just the ticket costs us 2000 Dollars :(
That's why I was trying to make it longer.

I agree with you. His ties are not too strong. I couldn't say that he owns property and other things because he is so young. His dad owns a car, house, and farmhouse which he has no issue transferring over to him but that will be too long of a process.
I'm just so confused for what reasons to give which will satisfy the VO that he will not overstay.
The process time for his PR is over an year.
