Who knows? There are always a lot of rumours around. Czech people and Mexicans require a visa as of July and they state on the CIC website they did it because of a huge number of refugee claimants coming from those countries, see http://www.cic.gc.ca/english/information/faq/visit/czechvisit-faq01.asp

If they are having the same problems with Hungary, it may be that they impose a visa on Hungarians too.
 
I just trying to get my father here, he is 69 yrs old, they even closed the visa office in hungary, so there is no information about hungary anywhere?

Hungary is not one of the countries mentioned among the countries who need visa to enter Canada. And it even mentions your country as visa exempt.
