Humanitarian or Compassionate Grounds

Guys,
what is an "Immigration on Humanitarian or Compassionate Grounds"?
It is not exactly and only about refugees....

I am just wondering if it is possible to apply like that for the members of your family who are not your "family members" as for the purpose of Family Class Immigration (not your parents or orphan siblings but your brother, an adult child and so on)

Does anybody know anything about "Immigration on Humanitarian or Compassionate Grounds"?
