I’m confused , so you and your sister knew she’d be left alone when you and your sister moved to Canada , if that’s the case why’d you move ?
As mentioned , this isn’t a H/C case , it’s a case of Supervisa abuse, poor planning and being impatient
And if it’s gets refused ? What’s your plan b ?
The IRCC sees many of these situations where people want to jump the que and not apply thru the P&G process, and use the Supervisa to attempt to do so

But for your information my mother has the supervisa long ago when my father was still alive and my sister was still living back home. Peoples situation changes all the time. I explained, now there is no one there to take care of her at this age and of course she can't take care of herself all alone. And please do not ask such nonsense questions " why we moved to Canada". It may be for a lot of reasons that has nothing to do with this issue at this point.
If you have value information please answer the question that has been asked. Do not rise supposition.

Think what you may feel are H&C reasons and what the Canadian government feels are H&C reasons don’t always match up. If she able to shop, cook and care for herself she would be considered able to care for herself. It may not be her top choice but in order to justify that you can’t wait and apply for PGP like everyone else you have to prove that there are extenuating circumstances. This is especially the case because the supervisa exists.

Unfortunately your case is common and people do leave their aged parents alone in their home country having emigrated to Canada in full knowledge that the time would come when this scenario may happen. But if everyone applied for H&C on that basis there would likely be thousands and thousands of applications for the same reason many of which likely fail.

Your mother has a super visa assume valid for 10 years or whatever is remaining allowing here to have extended stays but if you are really insistent and serious on going the H&C route then suggest you contact an immigration lawyer and not a public forum

Yes I did, and I was suggested to apply for H&C. My question is if she can still use her visa while waiting for the application. Yes right, she is out there all day shopping and cooking. . You don't get it she is is an elderly person. She can't even walk in the street without help.

She can certainly use her visa. The risk is that there is no guarantee she will be allowed back into Canada after leaving - especially if she has been spending all / most of her time here and effectively living here (rather than visiting) - and with an H&C application in progress. That's the big risk with leaving for a visit outside of Canada. You've indicated that she cannot be left alone. If this is really true, then I would definitely not risk a visit outside of Canada since there's a chance she may end up having to go back home and remain there for a long time (if refused entry). Just my two cents based on the info you've provided so far.
