How to use paper clips in the package?

Put every documents in the same order than the checklist (proofs of relationship at the end). You can use paper clips for each documents.

The only thing in mine that I bothered to use a paperclip with was to attach the small folder with the passport-sized photos required for my daughter and I, because it was smaller than everything else included and I worried it would get lost in the bottom of the envelope. Otherwise, just put the things in the order they are on the checklist. Paperclips really aren't necessary for most of it.
