The LMIA application is to prove the employer couldn’t find a Canadian or PR for the job. Then the employer waits for the LMIA. Once the employer has a LMIA, then you apply for a closed work permit. Few employers go through the long process.

Thank you for the response.Recruiters will only deal with individuals who already hold valid work permits or who have extremely specialized skills / education.
You need to apply for jobs with employers directly and hope you get lucky and find one who is willing to go through the LMIA process. You won't be able to rely on a recruiter unless you have extremely specialized skills / education.
