I have my bank account in pakista and i was tax filer, can i use that bank account to wire,

I am in similar situation. Your father has to go to provincial head office of local bank and State bank of Pakistan and apply for transfer of funds. Local branch managers may not have this knowledge. but he has to show proof. They may ask for tax returns, source etc. Problem is there, but you can try.
