You can submit a request to the IELTS body from whom you gave your IELTS exam to send an additional TRF (Test Report Form) to the institution which is demanding the test report. There is a form know as "Additional TRF Request". Its available on the British Council website (I gave IELTS from British Council), just fill it up, pay the fees and drop it to the British Council address. You have to mention the address of the institution and they'll send it to it. They mail the report by regular mail, however, if you require and urgent delivery, you have to pay additional 500/- Rupees (In Pakistan) and they'll send it as an Urgent Mail. They even provide you a Tracking Number of the mail they sent so that you can know when has it reach. The process takes 2-3 buisness days + the delivery time.

I really dont think so that it can be done online. However, I beleive paying a visit to the British Council office near you in UK and discussing this will surely help. IELTS is a centralized body, there must be a way. :)
