Hi all,
I am Canadian citizen.
My husband has Indian citizen and he is living with me in Canada with an open work permit.
I have already applied my husband through out-land process (CIC office : New Delhi,India).
I received the file number from CIC and the file is now sent to New Delhi.

My question is if they grant visa to my husband,does he have to travel to India to submit his passport? Or is there any other option available so that he does not have to go to india get the visa stamped here?

His passport will have to be submitted to India for visa stamping.

You mean submitting by courier? Couriers do not carry passports as it is illegal in India to send passport through couriers across the border.Is there any way the CIC can change the stamping country ?
 
No, I recall a forum'er previously who made a special trip back to India for that purpose alone - to get his passport stamped at the ND office.
 
Indeed - there is no other way - unless you go the "illegal" route of sending it to a family member who will then send it from India to the embassy etc, but that's more of a risk...
