Yes you need to do the process again. They must be aged 18 or under to qualify as a dependent still. If you are a PR, you must be residing in Canada during the processing time.

Unfortunately you can no longer sponsor him. His being in school is not relevant (they changed the rule around allowing full time students to be exempt from the age limit). He will need to see if he qualifies to immigrate to Canada independently through one of the skilled worker/economic streams.

He is the one who will have to apply for a study permit. As a first step, he will have to apply for and be accepted into a program in Canada. It's too late to be accepted for January - so the earliest he could apply would be for May or September. Once he is accepted by a school, he will then apply for a study permit. To be approved, he will have to demonstrate that he has strong ties to his home country and no plans on remaining in Canada long term. He will also have to show that he has sufficient funds to pay for his tuition and living expenses. This means he will have to show a bank balance of at least $25K to be approved. Keep in mind that he will be paying international student tuition fees (not domestic tuition fees).
