How to sponsor a sibling

Hi! I am posting a question on behalf of my boyfriend who will be sponsored by his sister who is a PR holder in Manitoba.

His sister was supposed to sponsor her parents but her parents do not want to live in canada so she will instead sponsor her 23 year old single brother who is currently a full time student. Anyone knows the process for applying online?

i think that he might be eligible if he also got at least 1 year full time experience and already finish his studies. it will take time he need to wait.
