How to sponsor a dependent child?

Hi, my brother has a dependent child in the Philippines. He is already separated with his girlfriend but he'd like to sponspor his kid. The mother agreed with it, too. Which application package should he use? And what other documents that could help the process? Thank you very much!

Is your brother a Permanent Resident or a Citizen?

did he declare the kid when he applied for his PR? If yes, that is good, proceed to http://www.cic.gc.ca/english/information/applications/fc.asp
If not then that would be a big problem.

Yes, he is a PR. The baby was born 3months after we landed in Canada.

He is the father on the baby's certificate. But, you think there will be a conflict because the baby was conceived before the immigration issued our visa. He was born January 2013. CIC asked for our passport I think late August of 2012 and we landed here Oct of the same year. Should by Mom informed CIC the moment we knew that my brother's girlfriend was pregnant?

There is no requirement to notify anyone until the child is actually born.
