You can only sponsor her if you are married or common law (common law = have lived together for at least one full year).

Immigration will want you to get married if you are engaged.

"•You are engaged to be married. In this case, you should either apply as a spouse once the marriage has taken place or apply as a common-law partner if you have lived together continuously for at least 12 months."

http://www.cic.gc.ca/english/immigrate/sponsor/spouse-apply-who.asp

You have 3 options. Get married in her country as you mentioned. You could also pick a neutral third country (destination wedding). Also, she could apply for a TRV and visit you in Canada - then get married while she's visiting. She will still need to leave at the end of the visit. I suggest you read the topics regarding getting married on a TRV in Canada before picking that option.

What country is the fiance from? If it is a country whose citizens do not need a visa to enter Canada, the fiance can just come for a visit. You could then live together for a year (extending the visit) and then apply common-law, or just get married and apply right away.
