How to send Personal Messages?

Sorry for this off-topic discussion but since there's no "site-help" forum for this topic, I thought I would post in one of the more active discussions.

I received a personal message in my inbox a week ago and would like to reply to it, but I was told that I'm not allowed to send messages. Can anyone explain why? And how to fix this? Thanks!!

You have to make a certain number of posts, before it allows you to send personal messages. Not sure what the number is though. 20 maybe?
