How to return to Canada after 6 years of PR stamping - RO not met

Hello - Need suggestion:

I was working in Toronto on ICT Work Permit from Aug 2011 till Nov 2014 (3.2 years).
Based on that I applied for PR in CEC category and got COPR in Dec 2013 and done my PR stamping in April 2014.
Post PR stamping on my passport I could only stay 7 months and finally returned back to India in Nov 2014 due to family emergency.

And I could not return to Canada till date(since 6 years), hence do not meet RO.
My PR card expired on 20th June 2019 but believe PR status will not expire until I renounce or CIC revoke my PR status.

Question is can i reapply PR now through Express entry - i am getting approx 460 score based on my 3 years Canadian exp in last 10 yrs which will start to expire from August this year(i first landed in Aug 2011 in Canada)?

I believe reapplying through express entry is much easier option now than landing at Canada via US border in private car and getting through revoking process and appealing IAD


Please Advice.

You can certainly reapply through Express Entry. As said above, you will need to renounce your PR status first.

460 is too low to get selected through Express Entry as a FSW applicant (unfortunately you don't qualify as a CEC applicant since you need at least 1 year of Canadian work experience within the last 3 years). Can you increase your score?

Oh is 460 a low score for FSW ? I dont see it can increase more now.
Someone told me with FSW 460 one can easily get ITA...

Yes, 460 is low.

A few years ago this score would have gotten you ITA, but not now. You need a higher score. Aim for 470+. 480+ would be better.

There have been no FSW draws yet this year. When the first draw happens, we are all expecting high scores.
