How to respond to "Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country or territory?"

Recently, I withdrew my temporary resident visa application in favor of a Permanent Resident Travel Document based on my previous Canadian PR status(which expired due to not staying in Canada), but it was rejected due to unmet criteria.
So could anyone guide me if I should answer the above question in title as a yes or no when I am applying for a temporary visa?

The answer is clear "Yes". You were rejected for not meeting the criteria.

If you are uncertain, it's always better to say Yes and provide explanation. You'll be in a worse spot for not disclosing information that the office already have access to.
