I'm an International Student (year 2) in Canada and my study permit will expire in November 2017. My passport also expires in November so I need a new one to apply for the study permit.
However, I don't plan to leave Canada to get my new (obviously non-Canadian) passport.

Is it possible to get a new passport in Canada or do you have to do it in your citizenship country? I don't want to spend travel time and money just for that.

Can I maybe renew my passport at a consulate here in Vancouver?

The answers to this have nothing to do with Canada -- to find out, contact the embassy of the country whose passport you are renewing, and ask them.
 
If by your ID you are actually a German citizen then all you need to know is here http://www.kanada.diplo.de/Vertretung/kanada/en/02/passport/__passport.html else as per previous post search for your country consulates in Canada for instructions. Plus assuming you are visa exempt remember to get a new ETA when you get a new passport as ETA is tied to your passport.
 
Most embassies issue new passports for their citizens. It depends on the exact country's law and rules.
