I have just tried the "+1 613 944 4000". After asking to be redirected to CIC, the forward was executed, but to the wrong department... :'(

CORRECTION (20 October 2013, 2 minutes later) , I was able to connect once (by dialing options "1"+"2"), but then they told me the offices were closed. I tried to phone again if I could reproduce the sequence so I could call tomorrow, but out of 10 calls only one was actually connected to CIC. Their automated system is completely f****d.
I just edited my skype settings as mentioned here (google skype caller identification); perhaps I can spoof my call to have the system believe I am calling from my fiancee's cellphone in Canada?!? Let's see if this works.
FINAL UPDATE (21 October 2013)
I successfully reached "+1 613 944 4000" calling from Switzerland (with Skype) and had all my questions answered ;D
I thought my call went through because I spoofed my Skype caller ID, but that's not the case. I attempted a second time for the sake of writing something meaningful on this post and I reached the crazy "exercise" lady again. So arm yourself with patience and keep trying "+1 613 944 4000" + "1" + "2". My overall success rate was 2/15 calls (IMPORTANT NOTE: you have to wait to hear about the citizenship option before pressing "2", there will be a lot of other things that map to the "2" dial before that otherwise!!!!!)
