I have just tried the "+1 613 944 4000". After asking to be redirected to CIC, the forward was executed, but to the wrong department... :'(
some girl saying "exercise exercise exercise, if you are phoning about some [blah blah] crisis in french west africa [blah blah]"

CORRECTION (20 October 2013, 2 minutes later) , I was able to connect once (by dialing options "1"+"2"), but then they told me the offices were closed. I tried to phone again if I could reproduce the sequence so I could call tomorrow, but out of 10 calls only one was actually connected to CIC. Their automated system is completely f****d.
I just edited my skype settings as mentioned here (google skype caller identification); perhaps I can spoof my call to have the system believe I am calling from my fiancee's cellphone in Canada?!? Let's see if this works.

FINAL UPDATE (21 October 2013)
I successfully reached "+1 613 944 4000" calling from Switzerland (with Skype) and had all my questions answered ;D

I thought my call went through because I spoofed my Skype caller ID, but that's not the case. I attempted a second time for the sake of writing something meaningful on this post and I reached the crazy "exercise" lady again. So arm yourself with patience and keep trying "+1 613 944 4000" + "1" + "2". My overall success rate was 2/15 calls (IMPORTANT NOTE: you have to wait to hear about the citizenship option before pressing "2", there will be a lot of other things that map to the "2" dial before that otherwise!!!!!)

You should note that the 20th was a Sunday, and the call centre is closed so you wouldn't have connected anyway.
 
Thanks Ruhi for a valuable tip. I tried to use Google voice number to dial yesterday but failed as they recognize the number I dialed is not from within Canada. I saw this post and tried to dial directly using my cell (in Asia) and surprisingly it went through perfectly. So just simple call +1-613-944-4000, then press 1 - 1- 2.

Hi Guys, Just called +1-613-944-4000, after choosing 1 / 1 / 2 I was redirected to CIC. Again, I choosen 1 for English and 8 for "Worker" option . After waiting for about 10mins a nice lady answered my call.

My question to her:

I applied for a FSW and my debit card was charged in October this year but so far I haven't received any confirmation or PER. She said that she is unable to help me with that as she doesn't have access to this kind of information.

That's it. Seems strange as others on this forum managed to get some kind of an update. Any advice?

tried called a few months back, but i too got a hold of someone that didn't know anything... strange indeed, and i think they weren't actually employed by CIC, rather another "help" agency, that sometimes you get connect to.

AFTER LANDING,I left Canada but I didn't give my address as they told my that I should to be in Canada to receive my pr card so there is no PR Card till now
just landing paper and The stamp of entry on my passport
I wanna to call cic from Egypt now to submit an address
should I try +1-613-944-4000 with those option?
any updates regarding this subject?

Those of you who are still finding a way to connect from outside USA, following worked for me:

+1 613 944 4000 (options 1111141 to connect to agent)

They have modified their dailing options and now it is 1111131.
 
Hold on for 4 times it says to enter your application number and it will transfer you to the agent.

I've just tried it as Annushka updated and it worked. I've reached the agent at my 3rd attempt after waiting for 17 minutes.

Called in today, and for me it was option 3.
+1 613 944 4000 (options 1111131 to connect to agent)

They should have a number for people who call using VOIP, newcomers especially do not necessarily have a landline or cell to call, and phone boxes are not necessarily the most secure way to answer the personal questions...
 
Called in today, worked perfectly.
+1 613 944 4000 (options 1111)

This will redirect your call to CIC. After that I suggest you to listen to the options so to be able to call with an operator.

Called in to ask the status of my PR card... apparently it takes a month to get manufactured!!! Sigh.
