How to reach a CIC agent by phone?

you have to try many many times. Generally you'll hear "we're receiving a high amount of calls..." and they hang on. If not, you'll be placed in waiting queue (30-40 minutes is common, they will tell you). Calling during non busy times (9am or 3.30pm) might work better...

I waited for the best part of an hour before I got through when calling. I don't really think it matters when you call, you just have to wait.

I wanted to ask if I could come to Canada as a visitor and request an open spouse work permit from within Canada. I was told that I could, so I got my answer. Anyway, thank you very much for your concern. Indeed you need to be very patient and tenacious to reach an IRCC agent by phone. Hopefully we can rely on this website for info.
 
How does your spouse qualify for an open work permit?. You would need to be on a study,work permit or PR for your spouse to qualify for one.

it is the opposite situation : my common law partner has a closed work permit and I have applied for an open one, from within Canada.
