How to Re-Apply

If PR application under CEC is refused/rejected for less TOEFL score. Can I apply again. If so what is the time frame

first tell me your NOC. and check other options. because at any point of time you need english test result to re apply.

Surely you mean IELTS and not TOEFL. If it is refused, you have to apply again from scratch and wait another 11 months.
