Yes you have to order it through somebody in canada
Its provided to you for free but there are immigration agents who will obtain it for you for a hefty fee and re-mail it to you (Around CDN$100)
if you have friends in Canada, you can do it through them. Make sure you give them the consent to obtain your CAIPS file by filling the form IMM5475E available in CIC website (in addition to IMM5563B)

http://immigrationguides.com/content/view/207/110/

The following is extracted from http://www.canada-city.ca/canada-immigration/posting.php?messageid=11133

If you are living in Canada you can order your own CAIPS notes for free under the Privacy Act.

1) Go the site

http://www.cic.gc.ca/english/pdf/kits/forms/IMM5563B.pdf
fill in the firm with the required details i.e.:

a) Visa post (e.g. Buffalo, NY etc.)
b) File number (e.g. BXXXX..)
c) Date of Birth
d) Your Postal address (In Canada address only)

2) Check on the box for the CAIPS notes request in the form.

3)Provide a photocopy of your valid permit/visa in Canada (Person requesting).

4) Write a cover letter requesting the notes (Person who requests writes that).

Post all the papers together to :

Hi,

If you have a serious problem which is delaying the process of your application and if you are worried about such delayed process, then only you have to go for getting CAIPS. Otherwise it is quite useless. So think about it. Why to spend unnecessary money?.

Actually, Caips notes will be helpful if you have been called for an interview. You can find out why you were called.
Also if you got a friend in Canada, it's not going to cost you.

BTW if you are going to obtain caips notes from an agent, be vary of scam sites on the Internet.

To order caips notes through a known person in Canada I need to fill forms
1) IMM5475E
2)IMM5563B.
3) Fee of Canadian $5 to the Receiver General for Canada.
4) Passport copy of person in Canada requesting caips on my behalf.

While I am clear as to how to fill IMM5475E I am in need advise on how to fill IMM5563B.
The first line or Requester's reference no. and AITP file no. (is for cic office use).
In the second line Surname, First name and DOB. (Who's details are to filled here,I fill it or is it for CIC use)
The third part (is not applicable I believe and I leave it blank).
In the fourt part I tick CAIPS, Embassy name and visa file no. (that is ok)
In the fifth part I tick (as the person is in Canada)
Name of requester +Tele+Add+Sign (who's details are to be mentioned)

Anyone please advise on the above. Your help is much appreciated.

Since someone else is obtaining your immigration file information, you need to give them the authority to do that. The form IMM5475E is for that purpose.

For rest of the process, please go thru http://immigrationguides.com/content/view/207/110/
