I need your help on the getting the complete procedure for obtaining the Police Clearance certificate from USA. At present I am in India and not sure on the right way to get the USA PCC from here. Any help would be highly appreciated.

So far I know, you have to get an identity history summary from FBI. I have submitted mine, it's pretty simple procedure but takes long time (12-14 weeks) to get it.

What I did for identity history summary:

* downloaded the IHS Form from the FBI website and filled that out
* downloaded fingerprint Form from the FBI website and printed that on card-stock/card paper
* went to a local state police office to get the Fingerprints on the printed form
* filled out the credit card payment form (downloaded from FBI website)
* mailed everything to FBI's West Virginia office

I followed the same procedure for my spouse; sent in a separate mail. You will get all these details on the FBI website if you search with IHS. You can also call them for more information. It was easy for me as I am residing in the country now. I am not sure about where you should get the fingerprint if you are residing outside USA right now.
