how can I obtain my CAIPS? without paying $100-$200 can I obtain it from the immigration website

Thanks for the links. I still don't really understand under what circumstances I would request this --- if our spousal sponsorship application is unsuccessful? Or would I request this if my husband is called for an interview? Could someone please clarify for me? Thank you.
