How to make 1 year work experience in Canada to improve EE score?

@GoHaPPyCaN hope you see this, did your country have a bilateral agreement with Canada when you applied for a working holiday visa or did you use a recognized organization?

In fact I just found a 72 week internship opportunity in Montreal through a recognized organization. However Quebec seems to have different immigration rules than the rest of Canada, EE in particular does not apply to Quebec. If I join the 18 month internship in Quebec, can I use it as work experience for EE a year later? I'm not a student.
