How to justify Refusal reasons

Hi guys!
I have got a refusal based on the following reasons :
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your travel history.

I am a permanent resident of Italy however I am an Indian citizen. I have provided proof of funds using my own bank statement, also included Income tax returns for the last 2 years and a Fixed deposit from india. Other than these, I have attached two letters of support from my father and brother.
For family ties, I think I could have provided a family certificate or is it related to something else? (I have a friend only in canada and no family members).
For purpose of visit : I didn't want to pay the tuition fees until I didn't receive a positive outcome, because to me it made no sense to pay fees and then to ask for refund or defer studies given the current situation.
For 4th one : Does it really matter for a study visa? Isn't it enough that I am already legally resident in a second country. I have provided all the possible documents of mine stating my legal status in Italy.
Suggestions on how to overcome these points ?

What are your planned studies in Canada? And what school? What previous studies have you completed and what work experience do you have?

Not paying your first semester fees reduces your chances of approval. As long as you are attending a half decent school, they will refund the fees if your study permit is refused.

Did you show evidence of employment in Italy or any other ties?

Did you apply from Italy or India? What school? Whats your education background? Whats the level of program?

I am planning for studies at LaSalle College for AEC in Information Technology Programmer- Analyst. I hold a Bachelor's degree in Engineering Sciences and have one and half year work experience as a Junior Developer. I want to work as a Freelancer and I found this curriculum coherent to my needs.

No, I haven't included any reference letter from my previous employer. I am currently not working as I was preparing for further studies.
I had applied from Italy on 15th october and got my refusal today.

I hadn't provided any certificate of ties in italy as I assumed that the family information form serves this purpose. I am living with my parents and sibiling in the same home.

It is a certificate. As stated on their website "AEC is the acronym for Attestation of College studies in french. AEC programs are part of continuing education and are destined primarily for adults who wish to add value to their skill set or reorient their career".

You can take that kind of course anywhere. Why do you need to go all the way to Canada for that?

The goal is to upskill myself. I could have selected Software Engineering Technician (Fast-Track) post-grad program at Centennial College. But, I was mainly focusing on Montreal due to european culture similiarties as well.

The goal is to upskill myself. I could have selected Software Engineering Technician (Fast-Track) post-grad program at Centennial College. But, I was mainly focusing on Montreal due to european culture similiarties as well.
Since you hold a Bachelor degree, your level of studies in Canada should be either a Master's or post graduate degree. Otherwise IRCC doesn't view it as a logical progression in studies. If your program is not a post-grad degree, this is one of the items you need to change before you reapply.

It could be under “purpose of visit” because VOs don’t believe you are a genuine student since you have a degree and now taking an AEC at a college. Purpose of visit can mean many things so you need GCMS notes.

That's what the "purpose of your visit" refusal reason usually means.
