How to Increase CRS Points

I entered EE and got 354 - means I have absolutely no chance. Hence I am trying to seek advice which factors i shall improve; here is my breakdow,

Age: 85 ( I know I can't do nothing and every year passed, this will drop)
Education: 126
1st Official Language: 93 ( I am thinking to improve on this) atleast + 10 points (Question: If I score bad points in IELTS, will the existing higher points are still valid?)
CRS - Skill Transferability - Education 25 (Question: How this can be improved? I notice many people get 50 here, Why I get 25?)
CRS - Skill Transferability - Foreign Work Experience (Question: Again why 25 only, I have more than 5 years experience in the NOC field I have applied from 2006 -> 2012
Spouse English Language: Question: How much my spouse can get if score overall 6 band in all categories?

My target is 460 points by end of Dec 2016? so any thoughts how i can improve will be appreciated.

increasing your IELTS to clb 9 each that means listening 8 and writing,speaking and reading 7 will help in your case . So try improving your scores
For skill tranf..edu...2 or more degrees + clb 9 each will give you 50,
for skill transf..work ...3 yrs continues exp+ clb 9 each will give you 50

for spouse ya definitly there are points for her/his ielts

ielts test is valid for 2 years regardless you score less in further tests..

Do spouse get additional CRS-Skill and CRS Education points as well. (25 Max for each category)? Means if he has 2+ degree (which he has as he he MBA) and get good CL9+ score, he can also contibute 50 in the CRS Sill & CRS-Education category?

no ...skill transf factors only applies to principal applicant...if your spouse has masters and can get clb 9 each then make him the principal applicant
