Hi,

Yes. you may move to ANY province and work. Except for Quebec, you will be eligible to apply for that province's PNP program...only if you qualify/meet eligibility conditions.
To apply for Canadian PR, you will have to meet the eligibility conditions and apply for immigration under ANY of the student immigration programmes of Canada. In most cases, you will need to get a skilled job (NOC O,A or B) in ANY field. Do it for 6-12 months (depending upon Federal CEC or other PNP programs) and then apply for nomination/PR. Some provinces like Alberta demands, that you get a skilled job in your field. If PR is your sole concern, then apply for Master's degree at any of the English medium univ. in Quebec (mainly Mc-Gill or Concordia), and simultaneously learn French part-time till level 3/intermediate/DELF B1 level (can be easily done within 1 year) and you will be eligible for direct CSQ(Quebec state nomination) and PR without any need to find job or doing it for any number of months, like in other programmes. To know more about various student immigration programs in Canada, see page 12 JULY 2013 update on this older thread:

Hope it helps!
