HOW TO GET PCC FROM INDIAN CONSULATE FROM US

hi guys

I've been living in the US for the last three years and I know I'd be asked for a PCC from here as I've been here on a student visa.

Would anybody know the procedure for this?

Do it through the Indian embassy / high commission in USA.

You also need a PCC for USA from the FBI

Is the PCC dependent on the FBI clearance? would the Indian embassy need the FBI document in order to issue me the PCC?

I already mailed FBI my fingerprints, expecting to hear back from them in like 2-3 weeks.
