Can anyone please guide me on how to request a PCC from India for my spouse? I will be the primary applicant. Is the PCC state specific or country specific?
 
If you are already abroad, you can apply for PCC from the emmbassy/high commission. They will conduct the enquiries and issue the PCC. In India, you can approach the Passport Office or local police station for issuance of PCC. You have to show proof of resience when you approach a police station.

Procedure in Delhi
which i had used.

Meet the HAG deptt., in the Office of the DCP of your area.

Give the application with a fees of Rs. 250/- in cash.

This deptt. will do all the needful, like

1. Police verifications from the Local Police Station (done in person by a constable, 2 witnesses with their ID proof's xerox
from your neighborhood are needed)

2. Verification from the Head Quarters of Police (HAG will do it)

Pt. 1 takes a week. and pt. 2 takes place when pt. 1 is done successfully.

After the personal verifications, keep following up with the HAG deptt. personnel.

He only will hand over the PCC, when it is ready....maximum time is 12 days.
 
best process may be passport office, one day job and less hassels.
 
We do not live in India. So, should we contact the Indian Embassy here and get it done through them??
 
I am from Delhi and it took me one month to get the PCC and that too after developing a contact with the concerned DCP. Otherwise, one has to be ready to grease the palms (bakhshish) when policeman comes to your house for verification and before handing over the PCC to the applicant. My preference will be:

1. Indian Embassy/High Commission (if you are already abroad)
2. Local Passport office
3. DCP's office
