International-international transfer? Unless she is transferring between terminals (terminal 1 to terminal 2 or terminal 3), she does not have to pass through immigration and the OEC may not be inspected.
However, for this to happen, she needs to have the flight checked in through from HKG, all the way to Toronto/YYZ (baggage collected at YYZ), and have her boarding pass for the leg already in hand (issued at HKG). If she needs to claim the baggage/go through customs and check-in for the Toronto flight, separately, then she will have to exit, pass through immigration and the OEC will be asked. IF she needs to get a boarding pass at the Airline Transfer Desks at NAIA for the YYZ leg, there will be greater chances the OEC will be asked - airline ground staff are instructed to check exit requirements of travellers (visa, passport, in the PH OEC for departing workers).
Check with the airline if she will be checked-in all the way to TO and the boarding pass for the TO leg will be issued at HKG, so no need to get one at the transfer desk in NAIA.
Why not just fly direct from HKG to Toronto, or go through either Japan or China, and not transit via the PH?
