Hi my sister flight tomorrow,she' s working in nanny, her itinerary ticket Hong Kong to Philippines, Philippines to Toronto.how can she get OEC?

Is your sister will be flying on the same day with a connecting flight from Phils to TO? If she is staying in the Phils she might be required to get her contract verified by POLO. she needs to get PDOS, OWWA ..etc... There are lots of requirements and whatnot when she exits in the Phils.

She's staying only 6 hours in the NAIA airport,she will not exit,just waiting for her connecting flight

International-international transfer? Unless she is transferring between terminals (terminal 1 to terminal 2 or terminal 3), she does not have to pass through immigration and the OEC may not be inspected.

However, for this to happen, she needs to have the flight checked in through from HKG, all the way to Toronto/YYZ (baggage collected at YYZ), and have her boarding pass for the leg already in hand (issued at HKG). If she needs to claim the baggage/go through customs and check-in for the Toronto flight, separately, then she will have to exit, pass through immigration and the OEC will be asked. IF she needs to get a boarding pass at the Airline Transfer Desks at NAIA for the YYZ leg, there will be greater chances the OEC will be asked - airline ground staff are instructed to check exit requirements of travellers (visa, passport, in the PH OEC for departing workers).

Check with the airline if she will be checked-in all the way to TO and the boarding pass for the TO leg will be issued at HKG, so no need to get one at the transfer desk in NAIA.

Why not just fly direct from HKG to Toronto, or go through either Japan or China, and not transit via the PH?

She's not transferring terminal,Hong Kong to Manila arrives terminal 2, Manila to Toronto departure terminal 2, her employer book that ticket.

So then - as I wrote in the 2nd part of my reply, for her not go through immigration or even the Airline Transfer desks at NAIA (where she may be asked by ground staff for the OEC), she needs to have her itinerary booked all the way (baggage to be claimed in Toronto) and have her boarding pass with her after checking in at HKG. This means her flights should be on one ticket/one itinerary only and all boarding passes are issued at HKG.

Otherwise, if she needs to go through the transfer desk at NAIA (at minimum) to get the onward boarding pass for the MNL-YYZ flight, she may be asked for the clearance (OEC) as it is part of departure formalities for ANY citizen exiting the country as a worker. Airport ground staff in NAIA are instructed to inspect the exit clearances for departing workers.

This is why I mentioned please check with the airline if she will be booked all the way through to YYZ upon checkin at HKG. No need to go through the transfer desks to get the onward boarding pass.
