No you need it for Sponsorhip too - me and my wife - had both second marriages and we had to submit all of the three documents - as requested country specific
1. Mutually signed divorce order (signed by lawyers of both sides and spouses)
2. Filing of Divorce petition with registries
3. Signed Divorce petition by court (it is valid after 30 days of divorce)
4. Final stamped divorce document with court seal (it is called divorce decree or certificate).
You need 3 & 4 for filing the sponsorship form.
Generally in India (This is dowry case divorce)
1. Application to police regarding dowry claims and complaints
2. District court petition
3. Final Order, it is valid after 3 months

This is true. According to country specific instructions (guide 3904), applicants from India must provide, in case of divorce:
- complete divorce petition,
- judgement and
- final divorce decree.
