My grandpa recently arrived in Canada as a PR. However, because he doesn't have a credit card or any credit history yet, how can he get a cell phone? Any advice?

Get a pre-paid SIM and buy a cellphone.

But yeah, if OP is in Canada, yeah. adding to the plan is the easiest.

If they were sponsored through PGP they should have a child or grandchild in Canada.

Well, I cannot see OP's posting history ... And it's not clear how the grandpa arrived as PR.

But if the grandpa came under PGP, then the sponsor should pay for his cellphone and services. That's what a sponsor should do. That's part of undertaking to take care of the need of the parents/grandparents being sponsored.

Unless through asylum or marriage how would the grandfather recently received PR? Assume chances that it is PGP is quite high.
