Correct me if I'm wrong -and I might very well be- but, I think the rules for LMIA are different from LMO, aren't they? For LMIA, the employers must prove that they put in an effort (posted an ad for a month) to find a Canadian to fulfill the position, and they must have failed to find anyone in the Canadian job market. For the jobs you listed, I think there is no chance of proving there is no one suitable in Canada. I have no idea of the now obsolete LMO requirements though.

First,welder is ok or any trade that need a certificate to practice.. but most of the other jobs don't need any qualification.. i was a student in Australia and i know well what does it need u to be a cashier , cleaner or beverages server, nothing at all.. while overseas students were struggling to find a job in bakery an overseas student has an uncle there who fixed his papers to do a bakery job that anyone can do.. it is all about fixing the paper with someone u know.
Secondly, in this post the guy is asking about a job offer as a IT professional so my answer was according to his situation as a professional.. thanks

It is all about the employer .. what kind of talents can't be found all over North America?!!! if they don't have a good chemist for example i think united states r full of unemployed chemists to bring who will be very comparable to canadian market with much less hassle needed for immigration work .. apply that to any professional work ..

LMO still required proof that a suitable local could not be found, but the advertising time and number of locations was less.
