I have applied for this program at Carleton University:
https://graduate.carleton.ca/programs/technology-innovation-management-masters/

In CIC website, Carleton is listed as a Designated Learning Institution, but it says:
"Make sure your program qualifies. Not all programs offered at designated learning institutions (DLIs) are eligible"

How should I make sure if this Technology Innovation Management program that I am applying is eligible for 3-years working visa after studies?

A masters from Carleton will certainly qualify for a PGWP.

I have applied for this program at University of Ontario Institute of Technology(UOIT):
MEng Electrical and Computer Engineering
In CIC website, UOIT is listed as a Designated Learning Institution, but it says:

How should I make sure if this program that I am applying is eligible for 3-years working visa after studies?

There is never any guarantee for any program and no way that I am aware of to identify if any program qualifies or not. Others may of course have different information.

As long as you attend a public institution, the program is 2 years or more, you take no unscheduled breaks then chances should be good to get a 3 year PGWP.

As said there are no guarantees and getting a PGWP should not be seen as an entitlement, the decision ultimately is with Canada Immigration.
