Hi.. I am planning to study 2 year Diploma in Digital Arts from Selkirk College Nelson. After studies I can work as a Video Editor, Graphic designer, Web designer. But how to find out choosen Program is eligible for Canada PR or Not?

I suggest you do more research on Canada's immigration programs. There are no specific educational programs that make a person eligible for PR.
 
I think they are asking if the degree they have chosen will count as Canadian education for immigration purposes.



You need to verify that the degree you are pursuing will make you eligible for a PGWP. You can check this here:

Yes sir.. it's shows my college (Selkirk College Nelson) is in PGWP (DLI is Yes) list. So that, do you think after getting my certificate and work permit am I eligible for PR?
 
If your institution is in the list, it means they offer programs that will allow you to get a PGWP.

In order to become eligible under the Canadian Experience Class, you will have to work full-time in Canada for at least 52 weeks after you have graduated (which you can do using the PGWP).

Note eligibility does not mean you will get selected under the Express Entry system. You will also need enough points to be one of the top-ranking candidates at that time. This will depend on other factors such as your English abilities, past work experience etc.
