It's usually between a week to 10 days, I received mine in a week exactly after I posted it. And I live in BC.

And NO you can not expedite the process of visa stamping. This is probably the fastest step that takes place during the whole process.

Keep your calm, the passport will be at your door in no time!

Although the usual time is about 10 days, there were some applicants waiting over 1 month to get their passports back.
