How to establish credibility

I applied for a permanent residency on the basis of skilled migration 5 years ago. Anytime I could be called for an interview. However the following is my hurdle.

About 13 years ago, I had applied for a student visa and had lied on my application on my experience and education. I got refused at that time, the reason being that they were not convinced I was a bona-fide student.

After that I applied for another student visa three years ago. Even though I gave them all the true facts, I was rejected on the basis that the information that I had given them 13 years ago was not consistent on the information I had provided them this time. I know I could have said that the information on the application this time was correct and not last time’s information.

But to make matters worse, I had applied through an agent. Even though I had mentioned to him about my application 13 years ago, he forgot about it. When he prepared my application, he did not put a check mark on the question, HAVE YOU APPLIED OR BEEN REFUSED A VISA TO CANADA BEFORE? I have a condition of not being able to concentrate when under stress so was not able to catch the error before signing the application. So the other reason for the refusal this time was the failure to indicate that I had applied for a student visa before.

However I am not denying that it was my responsibility to have checked the application thoroughly before signing it. But what can I do now? I know that Canadian officials are particular on lying even if has been in the past. I want to convince them this time that there is no more lying.
I was wondering if I attended the criminal reform program through the consulate, if it would make any difference. Or what other method could I use to re-establish my credibility? This is my main question.


I have ample experience and education in my field and also know the French language. I am collecting more evidence than necessary to prove that I do possess the skills that I have indicated on my application. I know I would otherwise qualify for immigration had it not been for this black spot.

Is there anything anyone can advise me? I would highly appreciate it.

No my second refusal happened 3 years after I had applied for the immigration application. I don't remember if they even had a column for it in there asking this question.

Dear they do have a column asking if you ever been refused / denied visa to any country including canada. In my opinion you should write a covering letter to your local visa office and explain everything that you have twice refused visa and give all details and explain that there is no more lying / misrepresntation.

That does make a lot of sense. How about the criminal reformation thing? Should I ask them about it? Should I send them an email asking for advice or should I write a letter and send it by registered mail? I have tried contacting them by email but they never seem to read the message properly and send me a reply that is sent to a lot of people.

I am sorry do you have a criminal conviction??

No I do not. But I was just thinking that if they give a second chance to criminals to be eligible to apply, why not me? I know I haven't committed a crime but it might establish some credibility to show that I went to the reform and so woudn't lie again. I am not an expert. Just debating. What do you suggest Mr. Weddingnite?

I don't know about criminal reform program. Never heard of that. Yes you send them a written letter with your signature. Send them by courier and keep the proof they recived your letter and keep the print out of the courier confirmation from internet that your letter was signed by xyz person on that date so you can use it later as a proof that you did inform them.

No problems but if I was you I would only have written a explanation letter but not have gone for any criminal reform program but its upto you if you wana try.

I just looked at the application I had sent them and luckily it was a simplified process application. (This is the application in which one does not have to fill in the whole details but the application gets in the queue. And when you are called for the interview, you bring your documents. Don't know if you know what it is). Are you familiar with this application? This application did not have the question on whether one applied for a Canadian Visa before or not.

Yes dear I am aware of that. In that case they will ask you to send latest documents at a later stage and that time you can inform that thing in cover letter about your 2 visa refusals.

One more thing. Does anyone know what kind of proofs of experience they would ask for in the interview other than recommendation letters written by employers? Would they ask for old tax records or something else? Because I know a letter can be written by anyone himself. I am trying to get whatever is needed ready beforehand so I have everything they ask for at the interview instead of them asking me for something else and then there would be a delay of another few months. Any advice on this?
