How to do the notary on IMM 5604 in china?

I am working on IMM 5604 and the related notary now.
Just got reply from chinese notary that they won't sign and stamp on the form. Instead they are willing to witness the signing and make a notary for the signing.
Does that work? Anyone experienced that, appreciated.

I have the same issue in Romania. The notary won't sign on the form. It worked for you to witness the signing and make a notary for the signing?
